During the second half of extra time, a match official is informed that Team A wants to use a substitute, however, there is no stoppage in play before the referee signals the end of extra time. Can Team A make the substitution before penalties (penalty shoot-out) start as they made the request before the final whistle?

THE DECISION

Except for a substitute for a goalkeeper who is unable to continue, only players who are on the field of play or temporarily off the field at the end of the match are eligible to take part in the penalties. Therefore, as the substitution did not take place before the end of extra time, it cannot be made even though it was requested before the final whistle.
